Affordable housing for persons with developmental disabilities in the City of San Francisco

To meet the significant need for affordable housing for personswith developmental disabilities, Satellite Housing and West Bay Housing Corporation are partnering to develop Octavia Court, a HUD 811/MHP Supportive Housing development of 15 units of affordable, accessible one and two bedroom independent living apartments on approximately 8,000 sq ft of land.

One of the unique elements of Octavia Court is the development of groundfloor space for Norcal Vocational, Inc. (Norcal), an agency that involves developmentally disabled adults with the opportunity to use art as a vehicle for developing life skills. The proposed space will accommodate studio and gallery space and enable Norcal to operate their daytime vocational arts program for residents of Octavia Court as well as other clients served by Norcal’s vocational programs. The gallery will be open to the public for special events and during other specifically scheduled times. The mixed use component of Octavia Court will provide an engaging and active street presence, contributing to the vibrance of neighborhood life and furthering the goal of integration of a traditionally isolated population.

Octavia Court started construction in Summer 2009.

Valley Vista Senior Homes

Satellite Housing has partnered with American Baptist Homes of the West (ABHOW)to build Valley Vista Senior Homes in the city of San Ramon.  Near shopping and services, Valley Vista will provide 105 units of affordable housing for low-income seniors.   The site was purchased from the adjacent First Baptist Church Dublin-San Ramon, also know as Church on the Hill through funding from the City and the County of Contra Costa.  The units of Valley Vista will be distributed through two separate buildings connected by a skybridge.   The unique design accommodates the configuration of the site while providing a fully accessible connection for the residents.

Valley Vista Senior Homes is designed to meet the physical and aging needs of an elderly population.  ABHOW and Satellite are working with Hardison Komatsu Ivelich & Tucker as the project architect, and construction began in early 2010.

Rehab and Refinancing of Satellite Housing properties

Over the past few years, Satellite’s Property Management staff has focused on the continued long term operational success of its older buildings.  Improvements such as the installation of energy efficient fixtures, bulbs and appliances, water heating systems, and overall enhancement of the properties have been steadily implemented.

Additionally, Housing Development staff initiated feasibility analyses of the properties to determine how to finance more substantial rehab.  With support from the City of Oakland, Satellite is moving forward on the rehabilitation of St. Andrew's Manor. The building opened in 1973 and is one of a few properties needing more substantial physical improvements. Furthermore, Satellite is also working on the refinancing and rehab of two of Satellite’s existing HUD 202 housing developments.  The capacity and experience of Satellite’s Property Management, Finance and Housing Development teams in a multi-departmental effort are moving forward with these refinancing and rehab scenarios to enable the delivery of greater service-enriched housing and the physical preservation of these properties as quality affordable housing for seniors for years to come.
