INSTRUCTIONS TO APPLICANTS

We are happy to provide interested individuals with information regarding the availability of our apartments. Applications for properties that have open waiting lists can be found on the right side of this page. All other properties are not accepting applications at this time.

Please contact the Property Manager of the specific property you are interested in as listed on our Property List. The Property Manager will be able to answer any questions you have and provide you with other pertinent information you may need about the property, location, and application process.

QUALIFYING FOR HOUSING

Based on the property’s regulatory agreements, ineligible applicants may not be admitted into a particular housing program. These vary and are listed on the Property List.  

The household’s income must not exceed the income limits based on the regulatory income limits issued annually and by county. 

Occupancy Standards

The applicant's household composition must be appropriate for the apartment in the property in accordance with the following occupancy guidelines:

Determination of Applicant Qualifications

  • Current and prior landlords will be contacted to determine the following:  Rent paying history, disturbance of neighbors, destruction of property, or living or housekeeping habits that would pose a threat to other residents. 
  • A contractor will run a credit check and criminal background check and registered sex offender report on all applicants and it will check court records for evidence of evictions or judgments against the applicant. 
  • A Credit History containing the following information will render the application unacceptable:
    • Unsatisfactory history includes, but is not limited to: late payment of obligations, judgments, bankruptcy, evictions, etc.
    • The applicant’s past and present credit patterns will be considered. Lack or negative credit history does not automatically classify you as having negative credit.
  • A household member involved in drug-related criminal activity in the past seven (7) years, proof of which is eviction for this reason, will not be admitted.
  • A household member convicted of drug-related criminal activity for manufacture or production of methamphetamine on the premises of federally assisted housing will not be admitted under any circumstances.
  • A household member currently engaged in use of a drug or if the owner has reasonable cause to believe that a household member’s illegal use of a drug or pattern of illegal use may interfere with the health, safety, or right to peaceful enjoyment of the premises by other residents will not be admitted.
  • A household member who is subject to lifetime registration requirement under a State sex offender registration program will not be admitted under any circumstances. 
  • A household member’s abuse or pattern of abuse of alcohol interferes with the health, safety, or peaceful enjoyment of the premises by other residents will not be admitted.
  • A household member who has been involved in drug related criminal activity or violent criminal activity or other criminal activity that would threaten the health safety or right to peaceful enjoyment of the premises by other residents, owner, any employee, contractor, subcontractor or agent or owner who is involved in the housing operations will not be admitted.
  • An applicant's misrepresentation of any information related to eligibility, allowances, household composition or rent will not be admitted.

Rejection of Ineligible or Unqualified Applicants

  • Applicants may be rejected if any of the above apply or the following:
    • They are ineligible for the housing program; or,
    • They are unable to disclose and document all Social Security numbers or execute a certification when numbers have not been assigned. Determination of Applicant Qualifications

Satellite Housing owns and manages 21 affordable properties in the East Bay and provides management services for 2 additional properties. All but three of these properties are subsidized by the Department of Housing and Urban Development through the Section 8 program. This means that most Satellite residents pay only 30% of their adjusted monthly income toward rent.

Acalanes Court, Fremont Oak Gardens and Helios Corner are financed in part by the California Tax Credit Allocation Committee. This means that the rents at these properties are fixed at multiple income levels. The residents pay a set rent depending on thier annual income.

Satellite Housing does not discriminate based on race, color, creed, religion, sex, national origin, age, familial status, handicap, ancestry, medical condition, physical handicap, veteran status, sexual orientation, gender identity, AIDS, AIDS related condition (ARC), mental disability, or any other arbitrary basis in the leasing, rental, or other disposition of housing or related facilities, (including land), included in any Development or Developments under its jurisdiction or in the use or occupancy thereof.

Satellite Housing may perform structural modifications to housing and non-housing properties on sites where such modifications would be necessary to afford full access to the housing program for qualified individuals with disabilities.
